In December 2021, Governor Hochul vetoed legislation, that unanimously passed both the Senate and Assembly, which would have provided special education schools (4410, 853 & Special Act schools) parity with the yearly public-school increase. The Governor’s veto message promised a “COLA (cost of living) of 11% for the 2022-23 school year.” However, the current SED rate setting formula will not allow most schools to get and/or keep the 11% increase.
